Please give an example of a group profile such that the Borda count group
consensus function violates Arrow's Property (Axiom) 2 [Irrelevant Alternative].
As weights, please use 1 for first place,
1/2 for second place,
0 for the third place through last place,
where the larger weighted Borda number ranks higher.
